@PatrickIgnoto, upon looking into this further, it seems like it might be the desired for this action. In testing it seem like the action can return the correct value if you remove the leading zero from the search value as the bots looks at the underlying value rather than the visible value.
If you would like to search by the visible value using "Retrieve value locations in Google Sheets" will allow you to seach for a value while keeping the leading zeros. You can just set your "Maximum number of results" to 1 to ensure you only get 1 value returned at a time.
